Local action plans help shape how mental health and wellbeing is supported across Perth and Kinross.
The previous Mental Health and Wellbeing Action Plan ended in December 2025. A programme of work is now underway to agree priorities and next steps for future mental health and wellbeing planning.

Strategic context
Mental health and wellbeing is influenced by many factors, including health, relationships, housing, finances, work, education and community connection.
Local work aligns with the principles set out in the National Mental Health and Wellbeing Strategy, which focuses on:
- prevention and early support
- reducing inequalities
- improving access to help
- promoting wellbeing across communities
- tackling stigma and discrimination
Linked national strategies
To support a broad and inclusive approach to mental health and wellbeing, local work is also informed by a range of national strategies and guidance, including:
- Rights, Respect and Recovery: Alcohol and Drug Treatment Strategy
- Medication Assisted Treatment (MAT) Standards - Access, Choice and Support
- Creating Hope Together: Scotland's Suicide Prevention Strategy 2022-2032
- A Roadmap for Creating Trauma‑Informed and Responsive Change (2023)
These documents help ensure that local planning reflects evidence‑based practice, human rights, and trauma‑informed approaches.
Local leadership and governance
A multi‑agency Mental Health and Wellbeing Steering Group is in place to support the development of future local plans.
The group brings together partners across health, social care, the council and third‑sector organisations, and is responsible for shaping priorities and progressing actions.
Governance for this work sits with the The Integration Joint Board.
Wider community planning
Mental health and wellbeing priorities link closely with wider community planning activity across Perth and Kinross.
This work aligns with the Community Plan (Local Outcomes Improvement Plan) 2022-2032 (PDF, 1 MB), which sets out shared priorities for improving outcomes for local people.
