People who use British Sign Language (BSL), have hearing loss, sight loss or dual sensory loss should be able to access information, services and support in ways that work for them.
In Perth and Kinross, we are committed to improving accessibility and supporting people with sensory impairments to live independently, confidently and be fully involved in daily and public life.
British Sign Language (BSL) support in Perth and Kinross
We have developed a British Sign Language Plan which sets out how BSL can be promoted and supported across council and partnership services.
The plan supports people who use BSL as a first or preferred language to:
- access information and services more easily
- communicate effectively with staff
- take part fully in community and public life

These formats ensure information is accessible to as many people as possible.
Listening to the BSL community
The BSL Plan was shaped through engagement with:
- BSL community members
- families of BSL users
- organisations working with people who use BSL
People were invited to share their views at public events and through direct feedback. The plan was updated in response to what people told us, and a final BSL version was shared before publication.
This engagement helped ensure the plan reflects real experiences and priorities.
National context and legal responsibilities
The Perth and Kinross BSL Plan aligns with national legislation and guidance.
It is delivered in line with:
- the British Sign Language (Scotland) Act 2015, which requires public bodies to publish a BSL plan every six years
- the Scottish Government's British Sign Language National Plan 2023-2029, which sets national priorities for promoting and supporting BSL
These frameworks support equal access, participation and inclusion for BSL users.
Accessible communication and reasonable adjustments
Accessible communication benefits everyone.
Support for people with sensory impairments may include:
- information in different formats (such as large print, audio or BSL)
- reasonable adjustments when accessing services
- alternative ways to communicate preferences or ask for support
Where people have both a learning disability and a sensory impairment, services should work together to provide joined‑up, person‑centred support.
